The use tax reporting is very limited for fixed price jobs. An easy fix is to set an item to non-billable AND taxable. This allows a reporting feature to pull the line item details and report use tax based on line items that are not-billable, yet still taxable because they were sold as part of a fixed price bundle.

Thanks Will. These flags are already present in the product/part details where an item can be marked as non billable and non taxable.
